The Federal Board of Revenue (FBR) has issued the Terms of References (ToRs) for the established Integrity Management Cell (IMC) and Regional Integrity Committees (RICs).

According to the ToRs, the IMC will be headed by a BS-21/22 officer of the IRS or Customs who will be assisted by two chiefs (from Customs and the IRS), two secretaries (from Customs and the IRS), and supporting staff as required.

All the chairpersons of the RICs will report directly to In-charge, IMC in all matters. A complaint against an employee of the FBR may be submitted either in person to the IMC at the FBR (headquarters) or to any of the designated RICs via email or in writing along with credentials of the complainant including their name, CNIC, cell phone number, mailing address, and an affidavit in writing that certifies the genuineness or accuracy of the context of the complaint.

The complaint may be lodged via email to complaints@fbr.gov.pk through the FBR’s online portal, or by submitting a hard copy of the complaint via post that is addressed to either to the Chairman FBR, the In-charge IMC, or a chairperson of the RICs.

The complainants can also directly meet the Secretary (IMC), the Chief (IMC),  or a chairperson of the RICs to lodge complaints. Complaints may also be forwarded from the PM Portal.

The ToRs also mentioned the establishment of a ‘Probe Committee’ comprised of the Chief (IMC), the concerned Chief (Management), the Second Secretary or the Secretary (IMC), and a representative from the field formation, if required.

The ToRs also define the general principles for inquiry and probing complaints. The RICs shall submit a monthly report including the total number of complaints received, disposed of, and pending to the IMC.
