The ministry added that the control of the primary healthcare systems of the country is with the Ministry of National Health Services, Regulations, and Coordination.

He said that Pakistan needs a national regulatory framework for health services. The state minister maintained that the federal government can form a regulatory framework at the national level while remaining within the domain of 18th amendment.

He said that macro-level programs like malaria, hepatitis, and HIV control have weakened due to a lack of proper coordination among provinces and the federal government.
